Short answer: no. If a drone stays inside the four walls of your warehouse, you do not need FAA approval, a registered aircraft, or a certificated remote pilot to fly it. That surprises a lot of operations leaders, because "drone" and "FAA" are so tightly linked in the public imagination that people assume every flight needs a pilot's license and a waiver. It is one of the first questions we get on nearly every warehouse inventory drone call, so it is worth answering plainly and then explaining exactly why — because the "why" tells you what you actually do need to think about.
Why the FAA Doesn't Regulate Indoor Flight
The FAA's authority comes from its jurisdiction over the National Airspace System (NAS) — the navigable airspace of the United States, which by definition is outdoors. Part 107, the rule most people mean when they say "drone law," governs small unmanned aircraft operating in that airspace: registration, a remote pilot certificate, altitude and visual-line-of-sight limits, airspace authorizations near airports, and so on. All of it is written around aircraft sharing the sky with other aircraft.
A drone flying inside a distribution center is not sharing the sky with anything. It never enters the NAS, so Part 107 simply does not attach to that flight. This is not a loophole or a gray area the industry has talked itself into — it is the FAA's own long-standing position, reflected in guidance and interpretation letters treating indoor operations as outside the scope of its authority. The same logic is why a warehouse doesn't need airspace authorization to run a security camera on a pan-tilt mount, even though the camera "flies" around on a motorized arm: the FAA regulates aircraft in the sky, not devices inside a building.
What This Means in Practice for Warehouse Inventory Drones

The one nuance worth flagging: the exemption covers flight inside the building. The moment a drone's flight path leaves the structure — crossing an open loading dock, moving between two separate buildings across an outdoor yard, or inspecting a rooftop — that outdoor segment re-enters the NAS and Part 107 (or, once finalized, Part 108) applies to it. A well-designed indoor program keeps the flight envelope entirely inside the building; if you need coverage that spans indoor and outdoor space, that is a conversation about combining an indoor inventory drone with a separate outdoor security or inspection platform, not stretching one aircraft's authorization to cover both.
What You Should Actually Plan For
"No FAA approval needed" does not mean "no due diligence needed." The questions that actually matter for an indoor drone program are workplace and operational ones, not aviation ones:
- Workplace safety. OSHA's general duty clause still applies to any equipment operating around your workforce. A serious integrator designs flight paths and safety behaviors — geofencing, obstacle avoidance, automatic hold or return-to-dock on anomaly — around keeping the drone clear of people working the floor.
- Insurance and liability. Loop your carrier in before deployment. Most commercial general liability and property policies extend naturally to a supervised autonomous platform, but it is worth confirming rather than assuming.
- Employee notice and privacy. An inventory drone carries a camera, even though its job is reading barcodes and rack tags, not people. Straightforward employee communication about what the platform captures and why heads off unnecessary concern.
- Localization technology, not FAA compliance. The real engineering challenge indoors isn't regulatory, it's navigational — there is no GPS signal inside a steel-and-concrete building.
